We should try to break the argument that the opponent is using at the moment. UNODC is using the health argument a lot, but prohibition is actually harming more then curing. Criminal negligence is what UN is doing, they know policies are not working and are aware of collateral damage and still they promote them. Prohibition violates the rights of society as well. Arguments that refer to economics can be used to support that. Also objective arguments would convince a larger part of society and get more sympathizers to the cause. - INFO FOR MEMBERS

PROPOSAL FOR A NEW LINE OF REASONING ON DRUG POLICIES

1. Drug prohibition should be recognized as a violation of human rights. Drug use entails real health risks. These risks are of a nature that requires a "soft paternalistic" legal regulatory approach. Prohibition is an unjust and unnecessarily hard approach, which leaves drug regulation to the mobs.

2. The international drug conventions never had any scientific basis. Their central assumption is that prohibition will significantly diminish drug use and the trade in "controlled" substances.

On 15 June we will have a core group meeting of the 6 members of the CSF who are in charge of preparing the agenda of the next CSF session (together with the EC). Herewith we present you the annual report on the year 2009 of the European Coalition for Just and Effective Drug Policies.

In 2009, Encod continued to serve as a platform for those citizens in Europe who want an end to the war on drugs. We organised public actions, lobby and information activities in support of an open debate on the impact of current drug policies based on prohibition and the possibility to establish alternative ways to regulate the drugs market.

In this report, you will find a summary of the activities that were carried out in 2009. In the financial report you can see how Encod collected and spent its money in 2009.

On the General Assembly of Encod that was held on 19 to 21 June in Barcelona it was decided to establish a number of working groups in order to increase the involvement of Encod members.
